Under 12 Centralized Services

Child Development Institute, in conjunction with Toronto Police Services, provides a city-wide centralized referral service for the general public and police officers in the City of Toronto wishing to refer a child at risk.  The centralized number (416-603-1827) is available 24 hours a day, but is not an emergency hotline. This referral service for children under the age of 12 who have had, or are at risk of having, police contact connects their families with appropriate community agencies in the child’s community. 

Partners in the centralized referral service include Toronto child welfare agencies, a number of child, family and community service agencies, school boards, the Toronto Fire Service and the Toronto Police Service.

Children must be under 12 at the time of referral, and verbal consent from the child’s parent or guardian must be obtained before making a referral.

Information required when making a referral:

  • child’s name
  • child’s date of birth
  • child’s address and phone number
  • parents’ names
  • brief description of incident

This referral service is offered at no cost to parents.
